Preferred Concepts for Calhoun-Harriet Trail and Access Improvements

Background
The Minneapolis Chain of Lakes is the most visited regional park in the seven county metropolitan area. Estimated visits to park have increased from 2.2 million in 1995 to more than 5 million in 2013, with 45% of the visits from people living outside of Minneapolis. The natural resources, surrounding neighborhoods, and amenities of these two parks are heavily impacted by the public use and popularity of these parks areas.
Approximately $3 million from the Met Council Parks and Trails funds is available for improvements at Lake Calhoun and Lake Harriet Parks.

Provide Public Comment
Draft Calhoun/Bde Maka Ska-Harriet Master Plan Available For Public Review and Comment (until March 4, 2017)
The draft Master Plan is the result of 18 months of community-based planning and design. Public comments will be accepted until March 4, 2017.
The plan is available online on the Calhoun/Bde Maka Ska-Harriet Master Plan project page. Printed copies of the plan along with paper surveys will be available after Jan. 25 at each of the 13 recreation centers located in southwest Minneapolis, MPRB headquarters and the Walker, Linden Hills, and Washburn libraries. Community members may comment by filling out a brief online survey, a printed survey at one of the locations referenced above or by emailing or phoning the project manager listed below.
At the conclusion of the open comment period, MPRB staff will catalog and categorize each public comment to assess its impact to plan. The comments will be taken into consideration by the Board of Commissioners when considering approval after a public hearing on the plan.
Once approved by the Board of Commissioners, the plan will be submitted to the Metropolitan Council for review and adoption. Future funding of capital improvements at the two lakes and surrounding parkland is contingent upon a Met Council adopted master plan.
The first round of improvements identified in the plan will begin in spring 2017.

Topic: Unveil and discuss concept plans for trail and access improvements around Lake Calhoun and Lake Harriet.
This is the first of two Minneapolis Park and Recreation Board (MPRB) community open houses to gather public input regarding proposed trail and access improvements along Lake Calhoun and Lake Harriet Bicycle and Pedestrian Trails.
These trail improvements seek to improve safety and overall usability. All are welcome to attend this open house and provide comment.

Next Steps
A formal master plan document is currently being drafted based on the final CAC recommendations. The draft master plan document is expected to be presented to the Board of Commissioners later this summer.
Once the Board of Commissioners receives the draft master plan document, it will open a 45-day public comment period. After the public comment period closes, MPRB staff will categorize and respond to each public comment and seek approval from the Board of Commissioners.
Once approved by the Board of Commissioners, the master plan will be submitted to the Metropolitan Council for its approval and final adoption. The first round of improvements identified in the master plan will begin in spring 2017.

The November 17 Citizen’s Advisory Committee (CAC) #6 meeting focused on areas 5-9 which included East Calhoun, South Calhoun and William Berry, the Harriet Bandshell area, the Lower Road on East Harriet,and Lyndale Gardens.
